यूजीसी के फॉरेन डिग्री एजुकेशन को नए नियम जारी (UGC issued new rules for foreign degree education)

विश्वविद्यालय अनुदान आयोग यानी यूजीसी ने शनिवार को फॉरेन डिग्री एजुकेशन के लिए नए नियम जारी हैं। यूजीसी (रिकॉग्नाइजेशन एंड ग्रांट एक्यूवलेंस टू क्वालिफिकेशन फॉरेन एजुकेशनल इंस्टीट्यूटस) रेगुलेशन 2025 नाम दिया है। इस मुताबिक भारतीय छात्रों को देश में ही एकेडमिक क्वालिफिकेशन की डिग्री विदेशी इंस्टीट्यूट देगे।

The University Grants Commission (UGC) on Saturday issued new rules for foreign degree education. It is named UGC (Recognition and Grant Equivalence to Qualification Foreign Educational Institutions) Regulation 2025. According to this, foreign institutes will give academic qualification degrees to Indian students in the country itself.

इस नियम का उद्देश्य स्टूडेंट्स फॉरेन यूनिवर्सिटी से रोकना है। नए नियमों मुताबिक स्कूलों और हायर एजुकेशन इंस्टीट्यूटस से फॉरेन क्वालिफिकेशन का आकलन के लिए सरल और मैकेनिज्म बनाएगा। ये रेगुलेशन मेडिकल, फार्मेसी, नर्सिंग,लॉ, आर्किटेक्ट और भारत में लॉ से जुड़े विषयों में दी डिग्रियों में लागू नहीं होंगे।

The purpose of this rule is to prevent students from foreign universities. According to the new rules, it will create a simple mechanism for assessing foreign qualifications from schools and higher education institutes. These regulations will not apply to degrees given in medical, pharmacy, nursing, law, architecture and law-related subjects in India.

भारत में शिक्षा का वैश्विक केंद्र -‘यह सुधार लंबे समय से चल रही चुनौती में एक कदम है और भारत को शिक्षा के लिए वैश्विक केंद्र में बदलने के राष्ट्रीय शिक्षा नीति 2020 के लक्ष्य के साथ जुड़ा है। ये एक ट्रांसपेरेंट प्रोसेस होगा और नियमों का उद्देश्य विदेशी डिग्री के आकलन में देरी और गड़बड़ियों को खत्म होगा। जिससे राष्ट्रीय शिक्षा नीति 2020 के अनुरूप बना सके।

Global center of education in India - 'This reform is a step in the long-running challenge and is linked to the goal of the National Education Policy 2020 to turn India into a global center for education. This will be a transparent process and the purpose of the rules will be to eliminate delays and irregularities in the assessment of foreign degrees. So that it can be made in line with the National Education Policy 2020.

उदाहरण - जैसे कोई स्टूडेंट देश में ग्रेजुएशन डिग्री लेने के बाद जर्मनी के किसी संस्थान में हायर स्टडीज के लिए है, तो वहां जाने की जरूरत नहीं होगी, बल्कि देश में ही फ्रेंचाइजी में वो ये सर्टिफिकेशन पूरा कर सकता है। जैसे -सऊदी अरब में आईआईटी दिल्ली। हायर रैंक फॉरेन यूनिवर्सिटी, ग्रेजुएशन ,पोस्ट ग्रेजुएशन,डॉक्टरेट और पोस्ट-डॉक्टरेट लेवल पर सर्टिफिकेट, डिप्लोमा, डिग्री, रिसर्च और अन्य प्रोग्राम के लिए फॉरेन हायर एजुकेशनल इंस्टीट्यूट्स आवेदन करेंगे।

Example - If a student after completing his graduation degree in the country wants to pursue higher studies in an institute in Germany, then he will not need to go there, rather he can complete this certification in a franchise in the country itself. For example - IIT Delhi in Saudi Arabia. Foreign higher educational institutes will apply for certificate, diploma, degree, research and other programs at higher rank foreign universities, graduation, post graduation, doctorate and post-doctorate levels.
