सेंटर मनमानी रोकने के लिए हरियाणा सरकार लाएगी कानून, नहीं होगे झूठे एडवर्टाइजमेंट (Haryana government will bring a law to stop the arbitrariness of the center, there will be no false advertisements)

कोचिंग इंस्टिट्यूट फायदे के लिए झूठे एडवर्टाइजमेंट ओर मनचाही मोटी फीस वसूलते हैं। जिसमें स्टूडेंट्स और पेरेंट्स को परेशान आम है। हालांकि हरियाणा सरकार इस पर कंट्रोल के लिए एक बिल ला रही है।

Coaching institutes make false advertisements and charge huge fees for profit. In which students and parents are often troubled. However, Haryana government is bringing a bill to control this.

हरियाणा राज्य सरकार ने बीते माह जनवरी में हरियाणा कोचिंग इंस्टिट्यूट (कंट्रोल और रेगुलेशन) बिल 2024 का एक फॉर्मेट पब्लिक डोमेन में रखा था। इस आम लोगों से सजेशन मांगे थे।इस बिल में प्राइवेट कोचिंग इंस्टिट्यूट पर कंट्रोल और रेगुलेशन, उन्हें रजिस्टर्ड और रेगुलेशन और कोचिंग में स्टडी मटेरियल कॉस्ट पर नजर बनाने को लेकर प्रोविजन होगा। बिल को 20 फरवरी से शुरू होने वाले आगामी बजट सत्र में पेश किए की संभावना है।

In January last month, the Haryana State Government had placed a format of the Haryana Coaching Institute (Control and Regulation) Bill 2024 in the public domain. Suggestions were sought from the common people. In this bill, there will be a provision for control and regulation of private coaching institutes, their registration and regulation and keeping an eye on the cost of study material in coaching. The bill is likely to be introduced in the upcoming budget session starting on February 20.

तनाव :-इस बिल के फॉर्मेट में कहा था कि ये फैसला स्टूडेंट्स और पेरेंट्स को ध्यान में रखते हुए लिया है। कोचिंग इंस्टिट्यूट में एडमिशन लिए स्टूडेंट्स के मेंटल प्रेशर को कम और कॉम्पिटिशन एग्जाम की तैयारी में मदद के लिए ये प्रोविजन किया है। बिल अनुसार, हर एक कोचिंग इंस्टिट्यूट को डिस्ट्रिक्ट अथॉरिटी के पास चेयरमैन की मौजूदगी में रजिस्ट्रेशन करवाना होगा।इंस्टिट्यूट में एक प्राइवेट टीचर या कम से कम एक ग्रेजुएट रिटायर्ड टीचर टीचर द्वारा पढ़ाया जरूरी है। साथ टीचर्स का बायोडेटा, योग्यता और अनुभव में बताना जरूरी होगा।

Stress:- In the format of this bill it was said that this decision has been taken keeping in mind the students and parents. This provision has been made to reduce the mental pressure of students seeking admission in coaching institutes and to help them prepare for competitive exams. According to the bill, every coaching institute will have to get registered with the district authority in the presence of the chairman.The institute must be taught by a private teacher or at least a graduate retired teacher. It will also be necessary to mention the teachers' biodata, qualifications and experience.

झूठे एडवर्टाइजमेंट :-साथ इस बिल में है कि डिस्ट्रिक्ट अथॉरिटी कोचिंग सेंटर के फर्जी एडवर्टाइजमेंट और झूठे डेटा (जैसे किसी विशेष परीक्षा में स्टूडेंट का नंबर, फैकल्टी आदि) पर लगाम कसने के लिए कदम उठाएगा।

False Advertisement: -This bill also provides that the District Authority will take steps to curb fake advertisements and false data of coaching centers (like number of students in a particular examination, faculty etc.).

बिल के ड्राफ्ट में है कि लागू करना का उद्देश्य स्टूडेंट्स के तनाव को कम करना है जिस लिए अथॉरिटी ये नियम लागू करेगी, डिस्ट्रिक्ट अथॉरिटी को होगा रजिस्ट्रेशन कैंसिल का अधिकार, डिस्ट्रिक्ट अथॉरिटी के पास सिविल प्रोसीजर कोड 1908 के तहत कोर्ट की शक्तियां होंगी, कोचिंग इंस्टिट्यूट कानून के किसी प्रोविजन को तोड़ते हैं, तो पहली बार 25,000 रुपए का जुर्माना देगा, दूसरी बार गलती के बाद कोचिंग इंस्टिट्यूट के खिलाफ आरोप साबित होता है, तो कारण बताओ नोटिस और सुनवाई का पूरा मौका होगा लेकिन डिस्ट्रिक्ट अथॉरिटी इंस्टिट्यूट का रजिस्ट्रेशन कैंसिल कर देगी।”

इंस्टिट्यूट के अधिकार :-ऐसे इंस्टिट्यूट जिन पर आरोप है, स्टूडेंट या पेरेंट्स अपील अथॉरिटी के पास केस फाइल कर सकते हैं, और सुलझाते हैं। कोई कोचिंग इंस्टिट्यूट रेसिडेंटल और ऑनलाइन कोचिंग या ट्यूशन सेंटर और कोचिंग इंस्टिट्यूट के वैलिड रजिस्ट्रेशन के बगैर नहीं चलाया जा सकता है।

Rights of the institute: - The institute against which the allegation is made, the student or the parents can file a case with the appeal authority and get it resolved. No coaching institute is a residential and online coaching or tuition center and no coaching institute is to be run without valid registration.
