एससी, एसटी, ओबीसी की रिजर्व सीटें नहीं डी-रिजर्व; गाइडलाइंस पर सफाई (SC, ST, OBC reserved seats not de-reserved; Cleaning as per guidelines)

हायर एजुकेशन इंस्टिट्यूट्स में एससी, एसटी, ओबीसी की रिजर्व सीटों पर अनरिजर्व की गाइडलाइंस ने यूजीसी ने सफाई है। यूजीसी ने जानकारी दी है आरक्षित सीटों को डी-रिजर्व नहीं होगा। शिक्षा मंत्रालय ने स्‍पष्‍ट है कि हायर एजुकेशन इंस्टिट्यूट्स में आरक्षण का लाभ 'रिजर्वेशन इन टीचर्स कैडर एक्‍ट 2019' के तहत मिलगा।

UGC has clarified the guidelines for unreserving reserved seats of SC, ST and OBC in higher education institutes. UGC has informed that reserved seats will not be de-reserved. The Education Ministry has made it clear that the benefit of reservation in higher education institutions will be available under the 'Reservation in Teachers Cadre Act 2019'.

यूनिवर्सिटी ग्रांट कमीशन यानी यूजीसी ने हायर एजुकेशन डिपार्टमेंट में भर्तियों को ले नई ड्राफ्ट गाइडलाइंस जारी थीं। एससी, एसटी, ओबीसी के लिए रिजर्व सीटों पर योग्‍य नहीं मिलेगा, तो उन सीटों को अनारक्षित कैटेगरी के भर लिया जाएगा। ड्राफ्ट गाइडलाइंस स्‍टेकहोल्‍डर्स से फीडबैक के लिए पब्लिक डोमेन में जारी थीं।

University Grant Commission i.e. UGC had issued new draft guidelines for recruitment in Higher Education Department. If candidates are not found eligible on the seats reserved for SC, ST, OBC, then those seats will be filled in the unreserved category. The draft guidelines were released in the public domain for feedback from stakeholders.

गाइडलाइंस में कहा कि एससी, एसटी, ओबीसी कैटेगरी के लिए रिजर्व सीटों पर किसी दूसरी कैटेगरी के भर्ती नहीं किया जाता, मगर रिजर्व वैकेंसी को डी-रिजर्व कर अनरिजर्व वैकेंसी की तरह ट्रीट किया है। शिक्षा विभाग प्रपोजल :-गाइडलाइंस में यूनिवर्सिटी ग्रुप A और B भर्तियों में रिजर्व सीटें खाली पर एक प्रपोजल शिक्षा विभाग को भेज सकता है। रिजर्व सीट के लिए क्‍या प्रयास किए और किस कारण से सीट भरी नहीं जा सकी। ग्रुप C और D भर्तियों के लिए ये प्रपोजल यूनिवर्सिटी को भेजता है।

It is said in the guidelines that no other category is recruited on the seats reserved for SC, ST, OBC categories, but the reserved vacancy has been de-reserved and treated like unreserved vacancy. Education Department Proposal:- According to the guidelines, the university can send a proposal to the Education Department on vacant reserved seats in Group A and B recruitments. What efforts were made for the reserved seat and why the seat could not be filled. It sends this proposal to the university for Group C and D recruitment.

प्रमोशन में डी-रिजर्वेशन प्‍लान :- यूजीसी ने कहा था कि प्रमोशन के केस में रिजर्व कैटेगरी से कोई योग्‍य नहीं मिलता है तो अनरिजर्व कैटेगरी के रिक्ति भरी जाएगी। रिजर्व वैकेंसीज को डी-रिजर्व का अधिकार यूजीसी और शिक्षा विभाग के पास होगा। 

De-reservation plan in promotion:- UGC had said that in case of promotion, if no one eligible from reserved category is found, then the vacancy of unreserved category will be filled. UGC and Education Department will have the right to de-reserve the reserved vacancies.

फैसले का विरोध :-यूजीसी को इस लिए विरोध का सामना है। शिक्षा विभाग हायर एजुकेशन से आरक्षण को हटाने की कोशिश कर रहा है। जवाहरलाल नेहरू यूनिवर्सिटी दिल्‍ली में यूजीसी के इस फैसले के खिलाफ प्रोटेस्‍ट ऐलान किया। स्‍टूडेंट यूनियन ने यूजीसी चेयरमैन एम का पुतला जलाकर विरोध दर्ज की बात थी।

Opposition to the decision:- UGC is facing opposition for this. The Education Department is trying to remove reservation from higher education. Protest was announced against this decision of UGC in Jawaharlal Nehru University, Delhi. There was talk of student union registering a protest by burning the effigy of UGC Chairman M.

यूजीसी स्‍पष्‍टीकरण :-28 जनवरी को स्‍पष्‍टीकरण देते यूजीसी ने कहा कि हायर एजुकेशन इंस्टिट्यूशन में रिजर्व पदों को डी-रिजर्व नहीं किया है और आगे ऐसा नहीं होगा। रिजर्व कैटेगरी की बैकलॉग पोजिशंस तय नियमों के अनुसार भरी जाएंगी।

UGC clarification:- Giving clarification on January 28, UGC said that reserved posts in higher education institutions have not been de-reserved and this will not happen in future. Backlog positions of reserve category will be filled as per the prescribed rules.
