हायर एजुकेशन पॉलिसी पर एक साथ काम के लिए यूजीसी, एआईसीटीई कमेटी बनी, जानें डिटेल (UGC, AICTE committee formed to work together on higher education policy, know details)

एक कॉमन हायर एजुकेशनल बॉडी स्थापित के लिए केंद्र सरकार की ओर से तैयारी पूरी है.  सरकार ने यूजीसी और एआईसीटीई  ऑफिस को मर्ज की तैयारी है. और एक कमिटी का गठन किया है. यह बदलाव नेशनल एजुकेशन पॉलिसी के तहत सुझाए गए बड़े बदलावों में से एक है. हायर एजुकेशनल इंस्टीट्यूट्स की देखरेख के लिए एक कॉमन बॉडी होगी, जिसे हायर एजुकेशन कमीशन ऑफ इंडिया के नाम से होगा. एचईसीआई  की स्थापना का प्रस्ताव पहले 2018 में दिया था.

Preparation is complete from the central government to establish a common higher educational body. The government is preparing to merge the UGC and AICTE offices. And a committee has been formed. This change is one of the major changes suggested under the National Education Policy. There will be a common body to oversee the Higher Educational Institutions, which will be called the Higher Education Commission of India. The proposal to set up HECI was first given in 2018.

यूजीसी और एआईसीटीई  के लिए एक सिंगल रेगुलेटरी बॉडी के रूप में एक साथ काम को लेकर एक रोडमैप तैयार किये जाने को लेकर सहमती है. इस रोडमैप को तैयार का जिम्मा गठित की गई एक समिति को दिया है. दोनों संस्थानों को मर्ज किए जाने वाले पहले प्रमुख क्षेत्रों में रिसर्च इंड इनोवेशन, ई-गवर्नेंस, क्षेत्रीय भाषाओं में पुस्तकों का अनुवाद और परीक्षा सुधार हैं. तकनीकी कॉलेजों में इन कार्यों की देखरेख एआईसीटीई  था, जबकि नॉन-टेक्निकल बैकग्राउंड वाली यूनिवर्सिटीज और कॉलेजों में ये काम यूजीसी के माध्यम से किया था.

It is agreed to prepare a roadmap for UGC and AICTE to work together as a single regulatory body. The task of preparing this roadmap has been given to a committee constituted. The first major areas to be merged are research and innovation, e-governance, translation of books in regional languages ​​and examination reforms. In technical colleges, these functions were supervised by AICTE, while in universities and colleges with non-technical background, this work was done through the UGC.

एचईसीआई गठन को लेकर यूजीसी और एआईसीटीई  के अधिकारियों की हुई बैठक21 सितंबर को इस समिति को लेकर टेक्निकल एजुकेशन और हायर एजुकेशन रेगुलेटर्स के सभी ब्यूरो प्रमुखों की बैठक में निर्णय लिया . एआईसीटीई  के अंतरिम अध्यक्ष और यूजीसी के अध्यक्ष जगदीश कुमार ने कहा, ‘विस्तृत विचार-विमर्श के बाद ये बात सामने है कि यूजीसी और एआईसीटीई  दोनों को एक जैसा काम करए. फैकल्टी डेवलपमेंट प्रोग्राम, स्टूडेंट्स एंड फैकल्टी इंडक्शन प्रोग्राम, स्किल डेवलपमेंट, इंटर्नशिप, अंतरराष्ट्रीयकरण, फिजिकल, ऑनलाइन और हाइब्रिड मोड में दो डिग्री साथ में हासिल करने और यूनिवर्सल ह्यूमन वैल्यू समेत अन्य मुद्दों पर साथ काम करना चाहिए.’

Jagdish Kumar, Interim President of AICTE and President of UGC, said, “After detailed deliberations, it has come to the fore that both UGC and AICTE should do similar work.Faculty development programmes, students and faculty induction programmes, skill development, internships, internationalisation, two degrees simultaneously in physical, online and hybrid modes and Universal Human Values ​​should work together on other issues.

एचईसीआई स्थापित बिल (HECI Established Bill)

संभावना है कि केंद्र सरकार संसद से शीतकालीन सत्र में एचईसीआई को स्थापित के लिए बिल ला सकती है. नेशनल एजुकेशन पॉलिसी 2020 के प्रस्ताव के अनुसार, एचईसीआई हायर एजुकेशन की देखरेख के लिए अकेला संस्थान होगा. ऑल इंडिया काउंसिल फॉर टेक्निकल एजुकेशन, यूनिवर्सिटी ग्रांट्स कमीशन  और नेशनल काउंसिल फॉर टीचर्स एजुकेशन को सभी रेगुलेटरी बॉडीज के साथ मिलाएगा, और एचईसीआई का निर्माण होगा. कार्य की निगरानी यूजीसी चीफ की अध्यक्षता वाली समिति जिसमें यूजीसी और एआईसीटीई  के उपाध्यक्ष, यूजीसी सचिव और एआईसीटीई  सदस्य-सचिव शामिल होगे.

There is a possibility that the central government may bring a bill to establish HECI from the Parliament in the winter session. As per the proposal of National Education Policy 2020, HECI will be the only institution to look after higher education.All India Council for Technical Education, University Grants Commission and National Council for Teachers Education will be merged with all regulatory bodies, and HECI will be formed. The work will be overseen by a committee headed by the UGC Chief which will include Vice-Chairman of UGC and AICTE, UGC Secretary and AICTE Member-Secretary.
