शेयर बाजार में निवेश वालों के लिए खबर है. मार्केट रेगुलेटर सेबी ने शेयरों की खरीद-बिक्री का निपटान को लेकर वैकल्पिक आधार पर ‘टी +1’ की नई व्यवस्था पेश है. फिलहाल शेयर बाजारों में सौदों को पूरा में कारोबार वाले दिन के बाद दो कारोबारी दिवस लगते हैं.
There is news for those investing in the stock market. Market regulator SEBI has introduced a new system of 'T+1' on an alternate basis for settlement of purchase and sale of shares. At present, it takes two business days after the trading day to complete the deals in the stock markets.
फरवरी 2022 से टी +1 (T+1 from Feb 2022)
सेबी ओर से सर्कुलर के मुताबिक रेगुलेटर ने शेयर खरीद-बिक्री प्रक्रिया को पूरा के लिये निपटान में को लेकर ‘टी +1’ या ‘टी +2’ का विकल्प दे शेयर बाजारों को लचीलापन उपलब्ध है. यह सेटलमेंट प्लान शेयरों के लिए है और ऑप्शनल है, अगर ट्रेडर्स चाहें तो चुनते हैं. बताया है कि यह नया नियम 25 फरवरी 2022 से लागू होगा.
According to the circular from SEBI, flexibility is available to the stock exchanges by giving the option of 'T + 1' or 'T + 2' in settlement by the regulator to complete the share buy-sell process. This settlement plan is for shares and is optional, if the traders wish to choose. It has been told that this new rule will be applicable from 25 February 2022.
समय (Time)
पहले टी+1 लागू की समयसीमा 1 जनरी 2022 तय थी. सेबी ने कुछ छूट देते हुए समयसीमा को बढ़ा 25 फरवरी 2022 है. समयसीमा को बढ़ाने को ले पहले से डिमांड थी. इतनी जल्द नई व्यवस्था लागू में कुछ दिक्कतें आती है. यह सेटलमेंट प्लान शेयरों के लिए है. एक्सचेंजेज के लिए पहले यह ऑप्शनल था, लेकिन मैनेडेटरी होगा.
Earlier the deadline for T+1 implementation was 1 January 2022. Giving some relaxation, SEBI has extended the deadline to 25 February 2022. There was already a demand to extend the deadline. There are some problems in implementing the new system so soon. This settlement plan is for shares. Earlier it was optional for exchanges, but will be mandatory.
सेटलमेंट की मांग (Settlement demand)
मार्केट रेगुलेटर सेबी के पास ऐसे तमाम थे जिसमें सेटलमेंट साइकिल को घटाने की मांग थी. सेबी ने इन निवेदनों को ध्यान में नया नियम तैयार है. सेबी ने एक सर्कुलर जारी है कि मार्केट इंफ्रास्ट्रक्चर इंस्टीट्यूशंस मसलन स्टॉक एक्सचेंज, क्लीयरिंग कॉरपोरेशन और डिपॉजिटर्स के साथ बातचीत के बाद फैसला है कि स्टॉक एक्सचेंज के पास यह सुविधा होगी कि वह टी+1 या टी+2 सेटलमेंट साइकिल में कोई ऑफर करें.
Market regulator SEBI had several such demands to reduce the settlement cycle. SEBI has prepared a new rule keeping these requests in mind. SEBI has issued a circular that after consultations with market infrastructure institutions such as stock exchanges, clearing corporations and depositors, it has been decided that the stock exchange will have the facility to make any offer in T+1 or T+2 settlement cycle.
नोटिस (Notice)
सेबी के सर्कुलर में, कोई स्टॉक एक्सचेंज शेयरधारकों के लिए किसी शेयर के लिए T+1 सेटलमेंट साइकिल है. सेटलमेंट साइकिल के लिए कम से कम एक महीना पहले नोटिस देगा. स्टॉक एक्सचेंज शेयर के लिए एकबार टी+1 सेटलमेंट साइकल चुनेगा उसे कम से कम 6 महीने तक जारी रखे. स्टॉक एक्सचेंज बीच में टी+2 सेटलमेंट साइकिल है तो एक महीना पहले नोटिस देगा. शेयर बाजार को वेबसाइट पर प्रचार-प्रसार की जरूरत होगी.
In the SEBI circular, there is a T+1 settlement cycle for a share for a stock exchange shareholders. At least one month notice will be given for the settlement cycle. The stock exchange will choose a one-time T+1 settlement cycle for the share and continue it for at least 6 months. Stock exchange will give notice one month in advance if there is T+2 settlement cycle in the middle. The stock market will need publicity on the website.
सेबी ने साफ है कि टी+1 और टी+2 में कोई फर्क नहीं होगा।स्टॉक एक्सचेंज पर सभी ट्रांजैक्शन पर लागू होगा. देश में अप्रैल 2003 से टी+2 सेटलमेंट है. पहले टी+3 सेटलमेंट साइकिल था. टी+1 साइकिल लागू होगा.
SEBI has made it clear that there will be no difference between T + 1 and T + 2. Applicable to all transactions on the stock exchange. There is T+2 settlement in the country since April 2003. Earlier there was T+3 settlement cycle. T+1 cycle will be applicable.
